Jesse’s presence was discovered by some “upstanding citizen” and the police were alerted to the vagrant hanging out near the church. 

She ran… and the first time it happened, she managed to make it “home” to safety. 

But on the next occasion, she was not so lucky.  

By now, Jesse had a PHD is BS, despite being just barely in high school.  She was able to convince the police officer that she was merely late going home, and got off with a “stern warning” that They would be watching her.
